Consultant for Early Childhood Systems of Care Grant

The Carroll County Health Department seeks a qualified consultant to serve as the Project Lead for the E-SMART (Screening, decision Making, Assessment, Referral and Treatment) grant for Children and Families. Average 8-10 hours/week. 


  • Bachelor’s degree or above in Psychology, Social Work, or a related field of expertise. Master’s degree may be substituted for 2 years of experience.
  • 5 years of experience working in children’s behavioral health with at least 3 years of experience with overall responsibility for program direction, coordination and implementation.

Substance Abuse Provider Tobacco Cessation Grants

The Cigarette Restitution Fund Program at Carroll County Health Department announces an opportunity for providers who treat clients with substance abuse disorder to strengthen their tobacco cessation counseling and offer nicotine replacement products directly to clients.    

The health department will award 5 grants of $1000 each toward the purchase of nicotine replacement products. The application deadline is December 1st, 2017.

Tobacco Use Prevention Grants    

Community grants provide funds for non-traditional projects with community-wide benefit, giving community organizations, businesses and other groups an opportunity to have direct input and influence on improving the health of Carroll County residents.

Three grants of up to $4000 each will be awarded this year.  

FY18 Application Deadline: November 30, 2017

Grant period: December 15, 2017 – June 30, 2018

Projects must fit into one of the following categories:

    1)  Implementation of a tobacco-free campus for a business or organization;

    2) Engaging and empowering youth in anti-tobacco awareness campaigns; or

    3) Preventing secondhand smoke exposure by youth.
