Behavioral Health: Local Behavioral Health Authority

The CCHD Bureau of Prevention, Wellness and Recovery functions as the Local Behavioral Health Authority (LBHA) and is responsible for planning, managing and monitoring the Maryland Public Behavioral Health System (PBHS) within Carroll County, as mandated by statute and at the direction of the Secretary of the Maryland Department of Health (MDH), and reports directly to the Behavioral Health Administration (BHA). BHA is housed within MDH and is responsible for overseeing delivery of all specialty behavioral health services to Medicaid recipients.

The mission of the Bureau of Prevention, Wellness & Recovery is to plan, promote and oversee a continuum of private and public mental health services and supports for the Carroll County community.  We envision a comprehensive and integrated system of quality behavioral health care and supports to assist individuals with behavioral health disorders attain their highest level of self-sufficiency within the community.  We believe empowerment stems from being well informed, and we must provide our community with the tools they need to find assistance and make informed decisions.  The array of services must operate in coordination with existing services to avoid fragmentation and duplication.  They must operate with efficiency and accountability to their purpose.  We will honor the premise of self-direction and choice.  Services shall be timely, and accessible within our own community to prevent isolation from natural support systems, assisting families in their efforts to support their family members toward recovery.

The BPWR operates with the support and direction of the Behavioral Health Advisory Council (CCBHAC), which serves as the local mental health advisory council and the local alcohol and drug abuse council.  Membership in the advisory council consists of representatives from various community organizations.  The CCBHAC holds public meetings in the months of September, December, March and June.  Please contact 410-876-4449 for more information.
